GST Return Preparation: Essential Records to Review Before Filing GSTR-1 & GSTR-3B

Key reconciliations and records businesses must cross-check between books and the GST portal before submitting monthly GSTR-1 and GSTR-3B.

Submitting Goods and Services Tax returns without thorough pre-filing reconciliation is the primary trigger for automated scrutiny notices (Form DRC-01A) and penal interest under Section 50 of the CGST Act. A disciplined multi-step review ensures complete tax accuracy.
Phase 1: Outward Supplies & B2B Sales Integrity (GSTR-1)
Review your monthly sales ledger before uploading;
  • • Recipient GSTIN Validation: Confirm that client GSTINs are active on the portal (gst.gov.in). Incorrect GSTINs cause recipient input credit to be rejected, leading to vendor payment withholdings.
  • • HSN / SAC Code Reporting: Mandatory 6-digit HSN codes for taxpayers with aggregate turnover over ₹5 Crore, and 4-digit codes for B2B supplies under ₹5 Crore.
  • • E-Invoicing Cross-Check: Ensure Invoice Reference Numbers (IRN) generated through the IRP are integrated into your GSTR-1 tables.
Phase 2: Inward Supplies & Strict GSTR-2B Matching
Never claim Input Tax Credit based solely on your internal purchase register;
  • • Download the auto-drafted Form GSTR-2B from the portal on or after the 14th of the month.
  • • Match invoices line-by-line. If an inward invoice is missing from GSTR-2B because the supplier delayed their filing, do NOT claim it in Table 4(A)(5) of GSTR-3B for that month.
  • • Maintain an ineligible ITC register for blocked credits under Section 17(5) (e.g., motor vehicles, food & beverages, personal consumption).
Phase 3: Cash & Credit Ledger Offsetting (GSTR-3B)
Follow the statutory credit utilization hierarchy (Rule 88A); IGST credit must be completely exhausted before CGST or SGST credits can be applied. Ensure the Electronic Cash Ledger has sufficient balance via PMT-06 challan payment before the statutory 20th due date.

Key Operational Takeaways for Business Owners

  • ✓ Always reconcile purchase ledger against GSTR-2B prior to claiming ITC.
  • ✓ Verify B2B recipient GSTINs to prevent customers losing credit.
  • ✓ Ensure credit notes comply with statutory time limits under Section 34.
  • ✓ Maintain a comprehensive reconciliation trail of invoice-level records for GST verifications.
